The given rules don’t provide a way to get a new heart to appear to the left of a diamond, so unless it is an unspoken rule that you can fiddle with order or something, this doesn’t seem possible. It is easy to get the right number of hearts and diamonds, but I simply don’t see how it would be possible to get them in the right order.
