        Too many ways to put the weapons into the grid and too few clues. Another hint please.

          Here’s something to get you started:

          Spoiler

          Start by eliminating all cells in the rows and columns marked with “0” as they are empty. It should then be clear which cells on the row marked “5” are filled. That in turn should help you eliminate the remaining cells in the column marked “1”. Then you can continue with row “4”, next column “2”, etc.
